The only thing I would change is I prefer a rosemary and mustard crust on my lamb, but this was mouth wateringly good. I've not had this quality rack anywhere else in town, so get your ass to the Arrowhead Grill if you're hitting Phoenix. They also make a freakishly good steak. Try a glass of 14 Hands cab with your meal. It's pretty damn nice for the price.
