Cops: Man staged own fall from Neon onto I-205

PORTLAND, Ore. (KOIN) — The 57-year-old man who fell out of a moving car on I-205 Sunday allegedly staged his own kidnapping in an effort to extort money from his mother.
John R. McPhail fell out of a silver Dodge Neon around 10 a.m. Sunday during a chase between cars near Johnson Creek Boulevard, OSP said. People who called 911 said McPhail had his hands bound behind him and a bag over his head.
On Monday, investigators said the chase didn’t happen. Witnesses told police the Neon stopped and 2 men got out. But when witnesses stopped, the men returned to the Neon and drove off. One witness, OSP said, tried to flatten one of the Neon’s tires.
McPhail was treated and released from OHSU. The Camas resident initially told police he’d been kidnapped from Camas, but his story didn’t hold up, OSP said.
Monday afternoon, Camas police said McPhail confessed he staged the event to get money from his mother. The woman never lost any cash, police said.
He was later arrested for initiating a false report and conspiracy to commit theft, and is being held in the Clackamas County Jail.
Two other Camas residents, believed to be in the silver Neon, are considered witnesses. Police want to talk with Justin M. Gibson, 36 and Joseph L. Gibson, 33, on what they know about this incident.
